I would include here the Open Office suite (free) that can be downloaded from https://www.openoffice.org/and many other open source suites. Whichever design tool you end up using, just make sure that it will handle high-resolution images. Images that get to press in low resolution do not print as nicely as they could. (many entry-level suites downsize the images, loosing much of the detail that the origimal images have)

Question - What stock is it usually used for the covers?

Answer - Depending on the binding method, sometimes a clear plastic cover and a black plastic back cover are used. Other times booklets are "self-cover" meaning that the cover sheets are of the same nature as the paper used for the inside of the publication. On other occasions, the covers can be printed on cover stock, that is available on different thicknesses.

Question - What stock is it usually used for the the inside of the booklets?

Answer - The most common paper used isn 20# paper, which is an entry level paper, sometimes known as copy paper. It is not very bright, and certainly not very opaque. Depending on the expected use of the booklet, other options are available: Eg. opaque papers, glossy or colored papers.

Question - Can booklets have tear-out sheets?

Answer - Tear out sheets are very commonly used for registration, to be used while placing orders, or to remove "cheat-sheets" that should be saved elsewhere. We can produce booklets with tear-out options only with a limited number of binding methods.
