Suggested dimensions of the insert: A 10"x13" envelope will be able to hold inserts of up to 9"x12" or larger, but the thickness of the insert might limit the size of the inserted items. The nature of the insert matters.
A pre-glued folding flap will close the open side of the envelope. The glue will be activated with moisture.
Which side is open to receiving the inserts?: You can order the envelopes with the opening on either side. If the opening is in the LONG side, it is known as a BOOKLET ENVELOPE. If the open side is the SHORT one, the envelope is known as a CATALOG ENVELOPE

How to seal 10" x 13" envelopes?
MOISTURE and GLUE: The most conventional and inexpensive way of sealing an envelope is by applying moisture to the dry-preapplied-glue that sits on the inside flap and then sitting it on the other end of the envelope.
PEEL AND SEAL: This is a secure and fast way of sealing envelopes. The way in which you seal is by peeling a release tape in the inside of the flap, that is protecting a band of latex adhesive. The next step is to press down the flap on the other side of the envelope. You will have achieved an instant and permanent bond that will keep your envelope closed.
Peel and Seal catalog or booklet envelopes are only available on a thicker 28lb paper.
